  <abstract>The author presents an overall assessment of the military needs of US global "defense" strategies, echoing recent calls to increase the number of uniformed forces, including "stabilization" forces. Focusing on budgetary concerns, he analyzes the costs and benefits of various military options, including reinstatement of the draft, increasing the capacity of allied military forces, and scaling back on overly ambitious weapons modernization programs.</abstract>
